In a guaranteed online poker tournament, the prize pool is guaranteed by the poker room. For example, a guaranteed $2K tournament will always have a minimum of $2K in the prize pool.
If not enough players join to cover the prize pool, then the poker room makes up the shortfall. If more than enough players join the tournament, their buy-ins will be added on top of the guaranteed amount. $2K guaranteed just means that there is a minimum of $2K to be split between the winners.
